to read. i'd say i spent during the u.n. week i spent two hours at a tea that president ahmadinejad held for aumb of boo authors and i emerged from it more confused about where iran is today than i think i was when i went in. i think the iranians would like a cost-free way out and i reported last week on the details of an iranian offer, a nine-point plan in which basically the u.s. lifts all the sanctions and then at the end the iranians suspended the production of the fuel that you could turn into a bomb the fastest. this isn't going anywhere because the u.s. doesn't want to give up its leverage. >> rose: right. >> but what it does tell you is that the sanions m finly be getting the attention of the iranian leadership we don't know whether it's getting to the point that they would actually begin to carve back on the nuclear program and that's going to be the big test. the iranians have basically made a clear they don't want to conduct any negotiations until the end of our presidential elections. >> rose: right. >> and who could blame them? because they wouldn't think that a deal preside

with the fact in libya we overthrew qaddafi and probably intended to all along even though the u.n. resolution just talked about protecting libyan civilians a year ago. with syria we're obviously at a fundamental impasse on how to handle did dilemma. what you're seeing a bit of frustration, vladmir putin a proud man and obviously back in the presidency doesn't think he needs american money. you know he is probably right at one level. idea of giving foreign aid to russia is counterintuitive given how well russia's petroleum sector is doing at this point. so it is not all crazy but it does cause some concern given that it seems to have a little bit of spite behind it as well. jenna: looking at just the overall context as you mentioned because a couple weeks ago i think it was about a week and a half ago, we learned certain u.s. aid organizations operating inside the country are essentially getting kicked out. they can't operate in the country anymore. because we're on the eve of this vice-presidential debate and we've seen back and forth between the president and governor romney on russia we wan

, some i do not know as much about. i do not know specifically about the u.n. tax, but foreign aid is always a topic that people grumble about, how much the nation is spending helping countries around the world, especially during this time in the u.s. economy when so many americans have been struggling. i will say foreign aid is a small percentage of the budget when you look at the broader all they said the government has. -- outlays that the government has. i think the number is about 1%. i know those that support foreign aid will say is a slice and it does do a certain amount of work the state department believes is important in terms of helping friends and allies around the world. i'm sorry i do not know more about the specific tax. as part of the nation's new health care law that was passed in 2010, there is going to be provisions where health care providers will be taxed or fined if they are not meeting standards in patient care. that is part of the effort to bring down the cost of providing patient care by penalizing those providers that are not hitting standards. so, what th
